The reported witnesses fell into several categories:

What the Alleged Witnesses Reportedly Saw
Hopkins described the central outside witnesses as motorists who experienced a temporary blackout or vehicle malfunction while travelling near the Brooklyn Bridge around 3 a.m. They allegedly saw a glowing craft and a human figure rising through the air accompanied by smaller beings. The reports included several recurring elements:
- A bright or reddish-orange aerial object
- Blue or bluish-white light
- Stalled vehicles or failed electrical systems
- A woman in a nightgown floating upward
- Small humanoid entities accompanying her
- Intense fear or shock among observers
Supporters of the case argued that these similarities suggested genuine independent corroboration. Sceptics responded that the public never received a clear chain of evidence showing exactly when the drawings were made, what witnesses knew beforehand, or how independent the accounts really were. The more the story circulated inside UFO research circles, the harder it became to separate original testimony from later contamination by publicity, discussion, and suggestion.
Another issue was that most of the detailed witness material reached the public through Hopkins himself. Readers therefore had to trust not only the witnesses, but also Hopkins’s methods of recording, interpreting, and presenting their statements.
Richard, Dan, and the Unnamed World Figure
The most controversial part of the witness story involved two men called “Richard” and “Dan”. Hopkins said they were security guards or intelligence-linked personnel accompanying a globally important political figure near the Brooklyn Bridge on the night of the incident. According to Hopkins, the men witnessed Napolitano being levitated into a craft and became traumatised by the experience. He claimed they later contacted him through letters and indirect communication, expressing fear and confusion about what they had seen. Some versions of the story also alleged that one of the men later abducted or temporarily detained Napolitano in an attempt to understand the event better. This was the dramatic centrepiece of Witnessed. It also became one of its biggest evidential problems.
The identification problem
The alleged witnesses never emerged publicly under verifiable names. Critics repeatedly noted that:
- Hopkins did not publicly produce confirmed identities
- The men avoided direct interviews with independent investigators
- Much of the evidence came through letters
- Some correspondence lacked clear provenance
- The political figure himself denied the story
PBS later reported that Pérez de Cuéllar rejected the allegations as “completely false”, a point repeated in later reporting on the case.
For sceptics, that denial was devastating because the story depended heavily on the prestige and implied credibility attached to the alleged diplomatic connection. If the Secretary-General had no involvement, the surrounding narrative became much less persuasive.
The delayed contact issue
Critics also questioned the timing. According to discussions published by sceptical investigators, “Richard” and “Dan” supposedly waited well over a year before contacting Hopkins and Napolitano. Another oddity was procedural. The men allegedly knew where Napolitano lived because they had seen the event occur at her apartment building. Critics therefore wondered why they contacted Hopkins first instead of approaching Napolitano directly or reporting the incident through official channels.
These inconsistencies did not prove fabrication, but they weakened the idea that the witness testimony represented clean, independently verifiable corroboration.
Why Anonymous Testimony Is Hard to Verify
Anonymous witnesses are common in UFO literature, especially when claims involve military personnel, intelligence work, or fear of ridicule. The Cortile case pushed that pattern to an extreme. That created several major problems.
Independent confirmation became impossible
A witness who cannot be publicly identified cannot easily be checked against ordinary records:
- Was the person really present?
- Did they actually hold the claimed occupation?
- Were they in New York that night?
- Did they tell the same story consistently over time?
- Did other people know them independently of the investigator?
Because many answers remained unavailable, outsiders had to rely heavily on Hopkins’s personal credibility.
Letters are weaker than direct testimony
Much of the famous witness evidence reportedly arrived through correspondence. Critics argued that letters are easier to manipulate, misinterpret, selectively quote, or even fabricate than in-person interviews with documented recordings. Even supporters admitted that the case depended unusually heavily on mediated communication. Some witnesses supposedly refused meetings, cancelled interviews, or communicated only intermittently.
That does not automatically invalidate the claims. Witnesses to traumatic or socially embarrassing events often avoid publicity. But it does reduce the level of confidence that independent investigators can reasonably assign.
Public retellings changed the narrative
As the story spread through books, television appearances, documentaries, and UFO conferences, details evolved. Later retellings sometimes sounded more dramatic than earlier accounts. The “Twenty-Three Witnesses” Claim
One reason the case still circulates widely in UFO culture is the repeated assertion that “23 witnesses” saw the event. The number itself became a rhetorical device: large enough to sound overwhelming, even if most witnesses remained unidentified. But the phrase can be misleading because not all alleged witnesses claimed to see the same thing.
Some reportedly saw:
- Lights in the sky
- A glowing object
- Electrical anomalies
- A woman floating
- Humanoid figures
- Only partial fragments of the event
The evidential strength of these observations varied enormously. Seeing unexplained lights is not equivalent to witnessing a person levitating from a twelfth-floor apartment window.
Critics therefore argued that Hopkins sometimes grouped together highly different forms of testimony under a single headline number, creating the impression of stronger corroboration than actually existed.
The Problem of Suggestion and Reinforcement
The Cortile case emerged during a period when alien-abduction research often relied heavily on hypnosis, recovered memories, and investigator-led interviews. Once media coverage spread, later witnesses could have encountered:
- News stories
- UFO-community discussion
- Public lectures

- Hopkins’s own published theories
This does not mean every witness consciously lied. Memory researchers have long shown that people can absorb details from surrounding narratives without realising it. In controversial cases, the line between independent recollection and socially reinforced memory becomes difficult to establish.
